What is a vendor and what is required?

In the context of the Transparency and Consent Framework, a vendor is company registered in the TCF Global Vendor List (GVL). They play a role in the ad supply chain where reading and passing transparency and consent details contained in the TC String is necessary for maintaining compliance with the TCF. DSPs, agencies, and DMPs are examples of vendors in TCF.

For vendors or media buyers registered in the GVL, these guidelines help you understand how to check for consent, in accordance with the Framework.

1. Vendors should be listed as vendor if they want to read or process user data in compliance with TCFor store and/or access information on a user’s device in compliance with the TCF. Any company is recommended to be listed as a vendor in the Global Vendor List if they want to process personal data based on TCF signals.
2. Vendors should check consent for users from the EEA (EU + Norway + Island + Liechtenstein).
3. Vendors should be able to identify traffic that falls under the GDPR.

The OpenRTB GDPR Advisory should be used to communicate user consent. Vendors can use the two extension fields, GDPR and CONSENT, in OpenRTB to determine action.
