The copyright maintenance code didn't have a value that addressed #207 in particular.
It doesn't really cover derivative works or open source licenses.
This PR adds a new value to COPYRIGHTFLG 'PRESERVE which means "leave the copyright notice alone (don't change it, don't add a new year either"
Suggest setting this for anyone working on Medley Interlisp.
