Network magic specification

Why

There is a different DMQ network for each Cardano network and for each protocol. Each of the DMQ network should have a clearly referenced and documented magic number. The CIP-0137 needs to be updated with a section specifying these magic numbers.

What

Update the CIP-0137 with a section specifying the network magic numbers.
