Add blake2b function to R code, update cost model #3676

A. Updated the cost model data because things have changed quite a bit recently.
B. Added the blake2b function to models.R to get the cost model code to work again. This still needs to be properly benchmarked.

It's worse than that: the real startup cost is negative!
