Allow D9 for core

The upgrade to D9 results in the following error:

Your requirements could not be resolved to an installable set of packages.

  Problem 1
    - Root composer.json requires islandora/islandora_install_profile_demo main-dev -> satisfiable by islandora/islandora_install_profile_demo[dev-main].
    - islandora/islandora_install_profile_demo dev-main requires drupal/core-composer-scaffold ^8.9 -> found drupal/core-composer-scaffold[8.9.0-beta1, ..., 8.9.x-dev] but the package is fixed to 9.3.x-dev (lock file version) by a partial update and that version does not match. Make sure you list it as an argument for the update command.

This should be resolved by allowing Drupal core ^9.3

@alxp and I got this where it needed to be, I'll take the DRAFT tag off.

But it looks like other merging has generated conflicts. @alxp do you have time to review this? It'll take me another couple days to get back to this if it is coming to me to resolve.
