GitHub Issue: Islandora/documentation#1173 and Islandora/documentation#1188 and Islandora/documentation#1202

What does this Pull Request do?

Updates pull request template to point to the committers group for Devops.
Adds a CONTRIBUTING.md that conforms to the Islandora 8 standard
Updates LICENSE file to credit the IF instead of @whikloj

How should this be tested?

Verify the pull request template is suggesting the right group
Check CONTRIBUTING.md against the one from the core CLAW repo.
Check that the LICENSE matches the one listed in the readme.
