Propagate original file alt text to service file etc.

It seems to be that it would be useful for accessibility if the alt text on an Original File was propagated to derivative Service File or Thumbnail image. I guess this would have to be an additional parameter passed to Houdini and back to Drupal or, when the service file is sent back to Drupal a lookup to the original file media entity via the repository item node fetches the alt text.

I'm linking #1134 because we should be able to propagate the access terms the same way we propagate the alt-text if we make it general enough.
