Replaces islandora's fork of drupal-project with drupal/recommended project D9
What's new?
If #1 is merged, then this PR can be updated and just change the drupal version number
How should this be tested?
Point travis towards this branch and make sure it builds the environment correctly (ie drupal is installed with the necessary components)
