This is just a little tweak that help you to disable User NotificationCenter. It might help if you are running your app under instrument like monkey test, because it's annoying when the User NotificationCenter keep showing up.
Still, the preferenceloader might have some bugs that this tweal fail to add a preference bundle to Settings App in arm64.
