The precise statement of the orphan rules

You may have noticed I danced around this question in the main summary. That's because rust-lang/rfcs#2451 both proposes changing the precise rules and claims that existing RFCs on the subject contradict each other (although I've completely failed to locate the alleged contradiction myself), and everyone seems happy with it. Plus, the actual complete, precise statement of the orphan rules after that RFC (presuming it gets accepted) appears to be not in any of these RFCs but in this comment. I'm not quite sure what to do with all this over here, but it seemed like I had to at least acknowledge and link to it.
