Looks like this PR isn't needed. In JCSDA/spack-stack#1217, we bump Python to 3.11.7 and the unified environment builds fine on macOS (https://github.com/JCSDA/spack-stack/actions/runs/10274613732/job/28431721590?pr=1217)
