Town select for 'Place house' tool should allow to select an any town on the map in the Scenario Editor, not only a small and distant cities from selected areas.
Actual result
I wrote this suggestion before, but I didn't have the answer for it. In Scenario Editor we may choose a city which we want to attach a new house, when we hold a Ctrl button and clicking on the map. Unfortunately, we can't select an any city to placed houses. For example, if I have a metropolia which I have a three cities (Gdańsk, Sopot, and Gdynia - for example), and I want place an another house in middle of these, I must erase others cities except one.
Steps to reproduce
I except possible to place building in optional selector for all avaiable cities, to create clearly correct border areas.
