Add Vagrant Linux Mint Cinnamon VM

This adds a Linux Mint VM.

This is Linux Mint 21.

Linux Mint 22 was released recently. There currently is no downloadable Vagrant image available. Only some packer scripts. I decided not to maintain a Vagrant image, but to wait that someone publishes a Linux Mint 22 image.

Mandatory checks

• Screenshots added in PR description (for UI changes)
