Introduce PlausibilityComparatorFactory

Follow-up to #13506.

Introduces a factor for the comparators.

Moreover, fixes field properties. YEARDIVISON had only one field --> removed. We have two different YEARS --> added property.

Steps to test

Do some test cases mentioned at #13506.
