update syntax on 1.9/1.10

Updated syntax files (follow up of #119) on julia 1.10-rc2.

Added operators from these PRs:

• Made \brokenbar ¦ and \notslash ⌿ infix. fixes #34651 JuliaLang/julia#37973;
• Add \bbsemi as a binary operator JuliaLang/julia#34722;
• Add U+2AEA (⫪) and U+2AEB (⫫) to binary operators JuliaLang/julia#39403;
• Add U+297A (⥺) and U+2977 (⥷) to binary operators (recreated) JuliaLang/julia#49623;
• Add U+2AEA (⫪) and U+2AEB (⫫) to binary operators JuliaLang/julia#39403;
• add operators <-- and <--> JuliaLang/julia#36729.

Correct. To be more specific, this is the file that controls how tags should be named. The next release should be v1.0.10.
