CompatHelper: bump compat for CairoMakie to 0.11 for package 3-parametric-heteroscedastic, (keep existing compat)

This pull request changes the compat entry for the CairoMakie package from 0.7, 0.8, 0.9, 0.10 to 0.7, 0.8, 0.9, 0.10, 0.11 for package 3-parametric-heteroscedastic.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

@devmotion looks like this is restricted to 0.10 due to AbstractGPsMakie being restricted to Makie 0.19. Do you know if it's going to be a straightforward upgrade for AbstractGPsMakie? (Also, should we just being using an extension now, rather than a separate package?)
