CompatHelper: bump compat for ParameterHandling to 0.5 for package 1-mauna-loa, (keep existing compat)

This pull request changes the compat entry for the ParameterHandling package from 0.4 to 0.4, 0.5 for package 1-mauna-loa.
This keeps the compat entries for earlier versions.
