Where should llvm-config be on windows?

I could not find llvm-config on windows. I downloaded many precompiled versions (4.0.1, 5.0.0, 3.4.0).
Any Ideas?

llvm-config doesn't come with the precompiled binaries.
You either need to build from scratch, or use it from an external llvm!

The wrap_c functions depend on it?
I just wanted to use the parser on a header file.
