I'd like to get JuliaLang/julia#42885 merged relatively soon. In particular, I'd like to get it merged before the next bump PR for Downloads.jl.
The only remaining Pkg test that is failing on Buildkite is #2806. Until we fix #2806, can we just skip that test on Buildkite?
