literal_pow() is mentioned and described in ^ docstring (https://docs.julialang.org/en/v1/base/math/#Base.:^-Tuple{Number,%20Number}), but not documented itself.
Moreover, I noticed it's not marked public in the nightly version.

Any reason for that? Don't see explanation in the linked issue.
Not an exact duplicate either – that issue doesn't talk about public annotation.

Following this #51335 thread, all functions mentioned in the docs should be made public. Docstring of such a fundamental mathematical function as ^ definitely should count, right?

The "not planned" status is used on Github for duplicates, too. I closed this as a dup.
