bugs.kde.org fails to load from nanosoldier for some reason, gives a CURLE_RECV_ERROR (56) Failure with receiving network data fix alloc.c dead link in devdocs/init.md

run NEWS-update, fix a dead link, add a linkcheck exception for a site that oddly doesn't load correctly from nanosoldier (was previously whitelisted here https://github.com/JuliaLang/julia/blob/v0.5.1/doc/conf.py#L100 but documenter only just added that functionality)
