Add MOI_PythonCall extension + Add #10

This PR aims to provide a MOI-PythonCall extension, as discussed in jump-dev/MathOptInterface.jl#2301. Merging it closes #9.

It contains the extension itself and tests.

What was the motivation for adding as an extension?

MOI will always be loaded by QUBODrivers.jl (it is a direct dependency).

This method could have been added directly to src.

MOI is always loaded but PythonCall isn't.
PythonCall is also double-trouble: besides being heavy, precompiling it involves installing and managing python deps. We don't want to add it as a QUBODrivers dep
