This adds a "housing voucher" section to the account settings page, along with the GraphQL mutation and session field required for it to work.
It also adds an optional
hideVisibleLabelprop to our radio button field components which allows the label to be hidden from sighted users, in situations like this one, where the question is contained in the surrounding content and does not need to be repeated.
