Add find_users_in_portfolios command #944

Right now this is hard-coded to find all users in the 2019 citywide worst evictors list but it can be modified to find users in any portfolio that's rooted in a BBL (using WoW's algorithm).

I'm not actually adding this to the repository b/c it's only really for one-off use at the moment, but we can use it as a basis for a more generalized command (or web UI) later.
