Use latest versions of available packages

Describe the solution you'd like

Since dokku only switches over to successful builds (and running) containers , possibly even healthchecked, this minimises the risk of downtime due to incompatible packages, whilst forcing your hand to do the probable right thing asap anyway (keep up to date).
