Adds a katello-devel-installer command to run an install of a Katello

To Test
To easily test this setup, you'll need to grab this PR, update modules and run a setup. You will notice that currently this is set by default to be run from vagrant deployment as the user/group and deployment directory is set to vagrant. If attempting to test on a pre-deployed system, the default answers file may be updated or command line arguments supplied to the katello-devel-installer to indicate your user, group and deployment directory (for git checkouts).

Testing with Vagrant and katello-deploy

1. Clone updates to deploy - Add support for development installation and Fedora (development only) b... theforeman/forklift#15
2. Clone this repository and checkout this PR into katello-deploy/katello-installer
3. From katello-deploy, run vagrant up centos-devel or vagrant up f19-devel
