Bug report

Expected Behavior

On the CDash Maintenance page, when the Compress Test output button is clicked, I expect that the web request is started and returns without error.

Actual Behavior

The page shown is a 500 error report regarding the parameters sent to gzuncompress

Remove broken "Compress Test Output" button (#1971)
f1e0cc1 
The "Compress Test Output" button on the CDash maintenance page is
currently broken. The functionality is no longer necessary because all
test output is compressed upon upload by default. This PR simply removes
the button and associated logic.

Fixes #1970.
