Load segmenations/labels/classes from DICOM SEG files

• Surface "SegmentSequence" (0062,0002) tag, which is not exposed by readDicomTags. by Update @itk-wasm/dicom for new SEG pipeline  #653
• Map Recommended Display CIELab Value (0062,000D) tag to a segment color Update @itk-wasm/dicom for new SEG pipeline  #653
• feat(segmentGroups): support overlapping segments in SEG files #673
• If "Segmentation Type" DICOM tag is FRACTIONAL, then load as a layer, not segment group.
• When loading SEG volume directly without a "background" volume: Apply approate color map and surface segments' colors/labels to GUI.
• Automatically use a SEG file as a segment group if the base DICOM image has the same frame of reference. Right now we key off study UID.
• Automatically use an image file as a segment group of the base DICOM. #677
• If we load the SEG file before or after the base DICOM, we don't automatily use the SEG as a segmentation group. Same issue for image pairs with .seg extention.

Names and Colors

• Default segments for segment groups matches values in image #651
• Reading NRRD files doesn't pick the metadata related to segment names and colors #530
• Configurable default segment colors and names #680

Loading GUI

• Add spinner to show when loading/converting segmentations.
• Add Data Browser button to "Convert DICOM to segment group"
• Auto load SEG on base image when clicking on base image in Data browser (and base image as not loaded at the same time as the SEG) Same for CT and PET.
• A user notification error message for when converting image to segmentation group and error happens "Error: Image does not match parent image space"
