Oops, turns out deleting the deck copies of libraries breaks things that rely on them, and I forgot to switch KTF over to the new thing.
For example, https://github.com/Kong/kubernetes-ingress-controller/actions/runs/6958908178/job/18934980281?pr=5224 is quite unhappy.
