Switch from Azure to GitHub Actions #1698

Summary

This PR is initial attempt to switch CI testing from Azure to GitHub Actions.
Most things work but there are a few issues to resolve:
Attempts at running tests for Windows builds fail because test executables canot be found
Test failures with launch tests that use the new reduction interface with intel2024 compiler. Issue also appears on LC systems with intel2023 compiler.
The cuda12 build is hit or miss. It was passing (after running for over an hour!!), but now it is failing or being skipped.

Some issues remain. Noted in Dockerfile and GitHub workflow build file.
