…libs even when built w/ MPI=Off.
Mike D. started in NodeListRegistrar. Also fixed Python bindings to work with these.
- Compiling Distributed even in serail builds (just less stuff) - Starting our safe wrappers around distributeNodes front-ends
not so sensitive to that, and updated ref values.

This PR is the same as #88 without the changes for gitlab-ci / spack.
We should merge this before merging #93 so we can tag a version of Spheral with these fixes included.
