Empty long space if the text in css and js editor exceed a certain amount

Steps to reproduce

1. Paste enough text into css or js editor and save it.

Expected behavior

Js and css editor are not empty and don't occupy uselessly space in the settings.
It would be better to just not increase the scrollabke space. Put a max lenght and that is it

The more text is in the editor the more the overall scrollable space increases in the whole reader section of settings

Extension of the bug:

Scrolling becomes not possible IF you scroll AND stop in the middle of the empty space.
See it like a man walking on a frozen lake (thin ice) and has to continue running and never stop if he doesn't want to fall in the very cold lake.
So the moment the scrolling stops, the reader section becomes unscrollable and i have to exit reader section of settings and access it again.
