LSST DESC Note: The Twinkles Emulated DM Level 2 Pipeline and Results

Simon, Tony, Brian: I've started a DESC Note to describe your implementation of the Twinkles DM Level 2 pipeline (including the cookbook - by reference - and the workflow engine operation at NERSC). I'll work on setting up the main.md file with some sensible structure and then hand it off to you all, in this dm-level-2-pipeline-note branch. We won't merge this PR until you're happy with the text and figures and the group has reviewed it.

Then, I think we need to link to the recipe (from @rbiswas4 ?) that describes how to generate and then use the lists of visit IDs to get the annual DRP emulation right - I saw you made a start at this, but it doesn't describe the actual visit lists (and how they are provided to the tasks) yet.
