Increase version to v1.9.0 for the initial support for dataregistry.

@yymao as I understand it the remaining steps to get to a release are

• merge this PR
• then follow instructions at https://docs.github.com/en/repositories/releasing-projects-on-github/managing-releases-in-a-repository, including making a tag (or optionally do this before), making release notes, etc.

Do we want to publish?
Are there parts of this you plan to do or should I do all of it? Any special instructions? Thanks.

Yes, those are the steps. Once the release is created, github actions should take care of publishing it to Pypi and conda-forge.

To create the release, we will use the tag name v1.9.0 and a release note similar to what we wrote before. Here's an example:

Feel free to do both or one of these steps.
