[PLT-1274] Vb/deprecate bulkimportrequest plt 1274

Removes:

• BulkImportRequest module with all it's classes
• BulkImportRequestState
• Project upload_annotations (due to removal of BulkImportRequest)
• Project bulk_import_requests (due to removal of BulkImportRequest)

Hi!
I searched a documentation and other places, there still a lot of places where .bulk_import_requests() is used.
I also want to know is there some replacement for this functionality
