Config Fix

Fix a bug which prevented user-edited configs from being properly saved

• Rework generation hooks to work any type of chunk generator (courtesy of @SuperCoder7979), allowing compatibility with all worldgen mods
• Add a config option for chunk removal rate
• Port to Forge using ForgeryTools
