- Add gen_num_procs and gen_num_gpus persis_info options
- Possible add libE_specs options for same - as a fixed default (other than zero)
- Provide tests for new code
- Document
- Check works with H0 - where alloc req_resources decides sim or gen based on H / H_rows.
