Fix inference mode grad context manager

What does this PR do?

Provides a small fix to #15304. In PyTorch 1.12, torch.inference_mode is analogous to torch.no_grad, so the pull request (#15304) technically doesn't allow torch.enable_grad in the validation and testing loops.
