[App] Client retries forever

What does this PR do?

• it can happen that the current limit for retries is not enough, in general we should just keep retrying forever since the backend could be down and all apps would fail after some number of seconds
• also introduces a fixed number of retries for dispatching, in that case there is no value to looping forever and we would like to see the errors
