I'm considering adding this as a dependency for hydrodynamics in ros2 gazebo simulations. I see old PR's and issues with little to no activity. Is this repo still maintained or no?

It looks that this repo is not maintained. Furthermore, many things from UUV/Plankton on the Gazebo part are now included in Ignition/Gazebo (thrusters, hydrodynamics).
Control-related packages should still be valid, though the input/output may differ with Ignition-based simulation.
