Description

Update endpoints getHashOnionUsage and setHashOnionUsage to return and accept complete usedHashOnions array instead of just one entry

Acceptance Criteria

Endpoints are updated along with the unit tests

Additional Information

While debugging #8369 it was realized that returning complete information could be more useful for the end user
