feat(release_notes): add conributors section

Description

This PR adds a contributors section, since they were removed when converting the mentions to urls in #105. Here is a sample. Contributors are sorted by number of merges, then by username.

The target="_blank" does not seem to work in GitHub rendered markdown, but I think it should be added anyway for when this gets generated elsewhere.
