15.0.0.1的包导致jwt token的claims参数丢失问题

当你的包采用15.0.1时，在读取jwt token的claims时，与生成的不一致，不知道为什么，反复测试后，把包降到13.0.1之后就可以了

Solved by adding an explicit package reference to Microsoft.IdentityModel.JsonWebTokens in the project
