Added GitHub Actions workflow for plugin build and release

A new GitHub Actions workflow has been added to automate the process of building and releasing the plugin. This includes steps for setting up Node.js, building the project, creating a zip file of the built project, creating a new release on GitHub, and uploading both the zipped project and package.json as assets to the release. The workflow is triggered on every push with tags.
