- Chore(unbound): config
- Chore(unbound): non root
- Chore(unbound): avoid key setup (un-used)
- Chore(unbound): local target to build/test
- split config file - turn off dnssec related
- re-arrange steps - ensure permissions/users are set for added files - add USER directive (to run non-root)
