chore: simplify and fix the dev env

Description

Restructured a few files to be easily able to setup local dev env with minimal effort.
Now the entire app can run with only one .env file.

A few redundant files and env variables have been removed which got in the way while making these changes.

Readme has been updated to reflect new changes and commands.

If you already have the project setup locally, you just need to move apps/mail/.env to project root
