fix: local dev mode for zero backend

Description

local dev mode was broken due to hardcoding urls in wrangler config.
We need to provide these as secrets so that we can provide them in runtime.

Needed extra secrets (if not added already):

• NEXT_PUBLIC_APP_URL
• NEXT_PUBLIC_BACKEND_URL
• COOKIE_DOMAIN
• DEFAULT_BRAIN_LIMIT
