What are the requirements to run the code, other than the stated version of Ruby and Rails?

Beyond requirements needed to run, do we have some scenarios that you are following so we know when we're at a releasable stage?

I think we can push something up once:

1 - not everyone can just delete/edit stuff
2 - results actually effect the map display (right now it's hard coded)

But once those two are there we've got something useful already, then everything else we do is an upgrade - maybe?

@richardofortune - I'd say we're at something like public beta release stage when we've replicated most of the key functionality from earlier PoC's, and we've found professional hosting (I'm looking for a sponsor)
