  1. Remove central admin configuration 

    This is no longer needed as we are enforcing that users use
the same encryption keys across all regions.

Because of this there is no need to fetch a key from a remote appliance.

Now, users will get central admin for free just by configuring
replication.

This commit is a nearly line for line revert of
ManageIQ/manageiq#11646
