This removes the checkbox disabling from BA enhancements (partial wings, boosters). In other words, checkboxes are always available, incorrect selections make the unit invalid which gives the user a comment on whats wrong. This is accompanied by MegaMek/megamek#5006 that allows partial wings with mech. jump boosters.
Fixes #1289
